THE POLICE LET THE MURDEROUS GO FREE AND PURSUE AN ARCHBISHOP

Bijan Ebrahimi made 85 calls to the police for help and they failed to respond properly. In the end he was beaten to death and set on fire.
Why is it that the police don't have the will to stop a murderer terrorising his victim and destroying him but they do, to pursue an archbishop, going about his duty to protect the vulnerable?
