The majority of those in care are moved from pillar to post, to unsuitable placements in impersonal institutions with 'staff' and with money driven and unsuitable foster carers, who turn their foster children out the moment the money dries up, overseen by social workers who 'care' but only inasmuch as it falls within their working hours and doesn't threaten their salaries.
The scarcity of foster parents is due to the ridiculous vetting procedures now in place where social workers, on their PC bandwagons, are looking for sterile compliant automatons and those who are expert at lying. Many foster parents are attracted by the money they are paid and open their homes for the wrong reasons.
I know from much experience that Social workers protect their pay, their working hours and their holidays first and concern for the children's welfare second. It is the loss of vocation and a genuine commitment to care that means staff remain staff and offer no real access for looked after children to know sincere love and concern.
